This USAID Bureau for Humanitarian Assistance (BHA) Technical Guidance for Monitoring, Evaluation, and Reporting for Resilience Food Security Activities (RFSA) describes key monitoring, evaluation, and reporting responsibilities of BHA resilience activity recipients. This guidance reflects BHA’s approach to RFSA design and implementation called “Refine and Implement” (R&I), which enables recipients and USAID to focus on formative research and/or analysis in the first phase of an activity life cycle, then further refine the technical approach(es) that will be carried out in the second phase of the activity life cycle. In the third phase of the RFSA, the guidance provides a cursory description of the sustainability transition phase. Changes noted are applicable and relevant to all active RFSAs, unless otherwise noted.
